Where is the world of man?
Man's
spirit comprehends the realities of kingdoms which have no knowledge of
him, even as the child in the womb has no knowledge of exterior
existence; nevertheless, the mother comprehends the child's existence.
The superior kingdom understands the inferior, but that the inferior
comprehends it is no proof of the non-existence of the superior kingdom.
In the human world, if we do not understand the divine world, is that a
proof that the world of God does not exist? When we view the universe
we see it as endless space, for we cannot restrict the universe to the
lower kingdoms and to man who is here for a few days only, then
vanishes.
This physical universe is infinite, and if material existence is endless, how much more so are the worlds of God! When we think of the visible worlds as infinite, how can we think that the worlds of God are limited? There is no beginning and no end to the material or spiritual worlds. Man passes through different phases and when in a lower consciousness he cannot comprehend the consciousness above. When we were in the state of the unborn child we had no knowledge of the world of man. If the vegetable kingdom could speak it would cry out, "Where is the world of man?" We cry out, "Where is the kingdom of the spirit?"

Inasmuch as great differences and divergences of denominational belief had arisen throughout the past, every man with a new idea attributing it to God, Bahá'u'lláh desired that there should not be any ground or reason for disagreement among the Bahá'ís. Therefore, with His own pen He wrote the Book of His Covenant, addressing His relations and all people of the world, saying, "Verily, I have appointed One Who is the Center of My Covenant. All must obey Him; all must turn to Him; He is the Expounder of My Book, and He is informed of My purpose. All must turn to Him. Whatsoever He says is correct, for, verily, He knoweth the texts of My Book. Other than He, no one doth know My Book." The purpose of this statement is that there should never be discord and divergence among the Bahá'ís but that they should always be unified and agreed.... Therefore, whosoever obeys the Center of the Covenant appointed by Bahá'u'lláh has obeyed Bahá'u'lláh, and whosoever disobeys Him has disobeyed Bahá'u'lláh.... Beware! Beware! lest anyone should speak from the authority of his own thoughts or create a new thing out of himself. Beware! Beware! According to the explicit Covenant of Bahá'u'lláh you should care nothing at all for such a person. Bahá'u'lláh shuns such souls.

Love is ....
Know thou of a certainty that Love is the secret of God's holy Dispensation, the manifestation of the All-Merciful, the fountain of spiritual outpourings. Love is heaven's kindly light, the Holy Spirit's eternal breath that vivifieth the human soul. Love is the cause of God's revelation unto man, the vital bond inherent, in accordance with the divine creation, in the realities of things. Love is the one means that ensureth true felicity both in this world and the next. Love is the light that guideth in darkness, the living link that uniteth God with man, that assureth the progress of every illumined soul. Love is the most great law that ruleth this mighty and heavenly cycle, the unique power that bindeth together the divers elements of this material world, the supreme magnetic force that directeth the movements of the spheres in the celestial realms. Love revealeth with unfailing and limitless power the mysteries latent in the universe. Love is the spirit of life unto the adorned body of mankind, the establisher of true civilization in this mortal world, and the shedder of imperishable glory upon every high-aiming race and nation.

Unto the Most Holy Book every one must turn, and all that is not expressly recorded therein must be referred to the Universal House of Justice. That which this body, whether unanimously or by a majority doth carry, that is verily the truth and the purpose of God Himself. Whoso doth deviate therefrom is verily of them that love discord, hath shown forth malice, and turned away from the Lord of the Covenant. By this House is meant that Universal House of Justice which is to be elected from all countries, that is from those parts in the East and West where the loved ones are to be found ....
It is incumbent upon these members (of the Universal House of Justice) to gather in a certain place and deliberate upon all problems which have caused difference, questions that are obscure and matters that are not expressly recorded in the Book. Whatsoever they decide has the same effect as the Text itself. Inasmuch as the House of Justice hath power to enact laws that are not expressly recorded in the Book and bear upon daily transactions, so also it hath power to repeal the same. Thus for example, the House of Justice enacteth today a certain law and enforceth it, and a hundred years hence, circumstances having profoundly changed and the conditions having altered, another House of Justice will then have power, according to the exigencies of the time, to alter that law. This it can do because these laws form no part of the divine explicit Text. The House of Justice is both the initiator and the abrogator of its own laws. And now, one of the greatest and most fundamental principles of the Cause of God is to shun and avoid entirely the Covenant-breakers, for they will utterly destroy the Cause of God, exterminate His Law and render of no account all efforts exerted in the past.

After the passing away of this wronged one, it is incumbent upon the Aghsán (Branches), the Afnán (Twigs) of the Sacred Lote-Tree, the Hands (pillars) of the Cause of God and the loved ones of the Abhá Beauty to turn unto Shoghi Effendi—the youthful branch branched from the two hallowed and sacred Lote-Trees and the fruit grown from the union of the two offshoots of the Tree of Holiness,—as he is the sign of God, the chosen branch, the Guardian of the Cause of God, he unto whom all the Aghsán, the Afnán, the Hands of the Cause of God and His loved ones must turn. He is the Interpreter of the Word of God and after him will succeed the first-born of his lineal descendents.
The sacred and youthful branch, the Guardian of the Cause of God, as well as the Universal House of Justice to be universally elected and established, are both under the care and protection of the Abhá Beauty, under the shelter and unerring guidance of the Exalted One (may my life be offered up for them both). Whatsoever they decide is of God.

The status of woman
The
status of woman in former times was exceedingly deplorable, for it was
the belief of the Orient that it was best for woman to be ignorant. It
was considered preferable that she should not know reading or writing in
order that she might not be informed of events in the world. Woman was
considered to be created for rearing children and attending to the
duties of the household. If she pursued educational courses, it was
deemed contrary to chastity; hence women were made prisoners of the
household.
The houses did not even have windows opening upon the outside world. Bahá'u'lláh destroyed these ideas and proclaimed the equality of man and woman. He made woman respected by commanding that all women be educated, that there be no difference in the education of the two sexes and that man and woman share the same rights. In the estimation of God there is no distinction of sex. One whose thought is pure, whose education is superior, whose scientific attainments are greater, whose deeds of philanthropy excel, be that one man or woman, white or colored, is entitled to full rights and recognition; there is no differentiation whatsoever …

Acquisition of spiritual virtues and powers.

the core of religious faith is that mystic feeling that unites man with
God. This state of spiritual communion can be brought about and
maintained by means of meditation and prayer. And this is the reason why
Bahá'u'lláh has so much stressed the importance of worship. It is not
sufficient for a believer to merely accept and observe the teachings. He
should, in addition, cultivate the sense of spirituality, which he can
acquire chiefly by the means of prayer. The Bahá'í Faith, like all other
Divine religions, is thus fundamentally mystic in character. Its chief
goal is the development of the individual and society, through the
acquisition of spiritual virtues and powers. It is the soul of man that
has first to be fed. And this spiritual nourishment prayer can best
provide. Laws and institutions, as viewed by Bahá'u'lláh, can become
really effective only when our inner spiritual life has been perfected
and transformed. Otherwise religion will degenerate into a mere
organization, and become a dead thing.

Covenant breaker ....
When a person declares his acceptance of Bahá'u'lláh as a Manifestation of God he becomes a party to the Covenant and accepts the totality of His Revelation. If he then turns round and attacks Bahá'u'lláh or the Central Institution of the Faith he violates the Covenant. If this happens every effort is made to help that person to see the illogicality and error of his actions, but if he persists he must, in accordance with the instructions of Bahá'u'lláh Himself, be shunned as a Covenant-breaker.23 March 1975, the Universal House of Justice.
Every Bahá’í is at liberty, nay is urged, to freely express his opinion and his understanding of the Teachings, but all this is in a totally different category from that of a Bahá’í who opposes the clear Teachings of Bahá’u'lláh or who asserts his own opinion as an authoritative and correct interpretation of the teachings, and attacks or opposes the very Institutions which Bahá’u'lláh has created to protect His Covenant. The Covenant of Bahá'u'lláh
"So
powerful is the light of unity," Bahá'u'lláh
declared, "that it can illuminate the whole earth." "We, verily," He further stated, "have come to
unite and weld together all that dwell on earth." Bahá'u'lláh made the oneness
of humankind the central principle and goal of His Faith, an emphasis that
implies the organic and spiritual unity of the whole body of nations and
signalizes the "coming of age of the entire human
race....
"So firm and mighty" is this Covenant, Bahá'u'lláh's son `Abdu'l-Bahá has affirmed, "that from the beginning of time until the present day, no religious Dispensation hath produced its like."...The Bahá'í Faith is thus the first religion in history that has survived its critical first century with its unity firmly established. "Were it not for the protecting power of the Covenant to guard the impregnable fort of the Cause of God," said `Abdu'l-Bahá, "there would arise among the Bahá'ís, in one day, a thousand different sects as was the case in former ages." But in this Revelation, Bahá'u'lláh's Covenant is the magnet that draws the hearts of its followers together.

To the World's Religious Leaders
Together with the crumbling of barriers separating peoples, our age
is witnessing the dissolution of the once insuperable wall that the past
assumed would forever separate the life of Heaven from the life of
Earth. The scriptures of all religions have always taught the believer
to see in service to others not only a moral duty, but an avenue for the
soul’s own approach to God. Today, the progressive restructuring of
society gives this familiar teaching new dimensions of meaning. As the
age-old promise of a world animated by principles of justice slowly
takes on the character of a realistic goal, meeting the needs of the
soul and those of society will increasingly be seen as reciprocal
aspects of a mature spiritual life.
If religious leadership is to rise to the challenge that this latter perception represents, such response must begin by acknowledging that religion and science are the two indispensable knowledge systems through which the potentialities of consciousness develop. Far from being in conflict with one another, these fundamental modes of the mind’s exploration of reality are mutually dependent and have been most productive in those rare but happy periods of history when their complementary nature has been recognized and they have been able to work together. The insights and skills generated by scientific advance will have always to look to the guidance of spiritual and moral commitment to ensure their appropriate application; religious convictions, no matter how cherished they may be, must submit, willingly and gratefully, to impartial testing by scientific methods....

The primary question to be resolved is ....
"The primary question to be resolved is how the present world, with its
entrenched pattern of conflict, can change to a world in which harmony
and co-operation will prevail. World order can be founded only on an
unshakeable consciousness of the oneness of mankind, a spiritual truth
which all the human sciences confirm. Anthropology, physiology,
psychology, recognize only one human species, albeit infinitely varied
in the secondary aspects of life. Recognition of this truth requires
abandonment of prejudice--prejudice of every kind--race, class, colour,
creed, nation, sex, degree of material civilization, everything which
enables people to consider themselves superior to others."...

The time has come when those who preach the dogmas of materialism,
whether of the east or the west, whether of capitalism or socialism,
must give account of the moral stewardship they have presumed to
exercise. Where is the "new world" promised by these ideologies? Where

devotion? Where are the breakthroughs into new realms of cultural
achievement produced by the aggrandizement of this race, of that nation
or of a particular class? Why is the vast majority of the world's
peoples sinking ever deeper into hunger and wretchedness when wealth on a
scale undreamed of by the Pharaohs, the Caesars, or even the
imperialist powers of the nineteenth century is at the disposal of the
present arbiters of human affairs? .....

He is God
O mighty Lord! Thou seest what hath befallen Thy helpless lovers in this darkest of long nights; Thou knowest how, in all these years of separation from Thy Beauty, the confidants of Thy mysteries have ever been acquainted with burning grief.
O Powerful Master! Suffer not Thy wayfarers to be abased and brought low; succour this handful of feeble creatures with the potency of Thy might. Exalt Thy loved ones before the assemblage of man, and grant them strength. Allow those broken-winged beings to raise their heads and glory in the fulfilment of their hopes, that we in these brief days of life may gaze with our physical eyes on the elevation and exaltation of Thy Faith, and soar up to Thee with gladdened souls and blissful hearts.
Thou knowest that, since Thy ascension, we seek no name or fame, that in this swiftly passing world we wish henceforth no joy, no delight and no good fortune.
Then keep Thy word, and exhilarate once more the lives of these, Thy sick at heart. Bring light to our expectant eyes, balm to our stricken breasts. Lead Thou the caravans of the city of Thy love swiftly to their intended goal. Draw those who sorrow after Thee into the high court of reunion with Thee. For in this world below we ask for nothing but the triumph of Thy Cause. And within the precincts of Thy boundless mercy we hope for nothing but Thy presence.

That the heart is the throne, in which the Revelation
of God the All-Merciful is centered, is attested
by the holy utterances which We have formerly revealed.
Among them is this saying: “Earth and heaven
cannot contain Me; what can alone contain Me
is the heart of him that believeth in Me, and is faithful
to My Cause.” How often hath the human heart,
which is the recipient of the light of God and the seat
of the revelation of the All-Merciful, erred from
Him Who is the Source of that light and the Well
Spring of that revelation. It is the waywardness of
the heart that removeth it far from God, and condemneth
it to remoteness from Him. Those hearts,
however, that are aware of His Presence, are close to
Him, and are to be regarded as having drawn nigh
unto His throne.

By
Him Who shineth above the Dayspring of Sanctity! The friends of God
have not, nor will they ever, set their hopes upon the world and its
ephemeral possessions. The one true God hath ever regarded the hearts of
men as His own, His exclusive possession -- and this too but as an
expression of His all-surpassing mercy, that haply mortal souls may be
purged and sanctified from all that pertaineth to the world of dust and
gain admittance into the realms of eternity. For otherwise that ideal
King is, in Himself and by Himself, sufficient unto Himself and
independent of all things. Neither doth the love of His creatures profit
Him, nor can their malice harm Him. All have issued forth from abodes
of dust, and unto dust shall they return, while the one true God, alone
and single, is established upon His Throne, a Throne which is beyond the
reaches of time and space, is sanctified above all utterance or
expression, intimation, description and definition, and is exalted
beyond all notion of abasement and glory. And none knoweth this save Him
and those with whom is the knowledge of the Book. No God is there but
Him, the Almighty, the All-Bountiful.

The International Baha’i Council – forerunner of the Universal House of Justice
Formation of First International Bahá’í Council
Proclaim National Assemblies of East and West weighty epoch-making
decision of formation of first International Bahá’í Council,
forerunner of supreme administrative institution destined to emerge
in fullness of time within precincts beneath shadow of World Spiritual
Center of Faith already established in twin cities of ‘Akká
and Haifa. Fulfillment of prophecies uttered by Founder of Faith
and Center of His Covenant culminating in establishment of Jewish
State, signalizing birth after lapse of two thousand years of an
independent nation in the Holy Land, the swift unfoldment of historic
undertaking associated with construction of superstructure of
the Báb’s Sepulcher on Mount Carmel, the present adequate maturity
of nine vigorously functioning national administrative institutions
throughout Bahá’í World, combine to induce me to arrive at
this historic decision marking most significant milestone in evolution
of Administrative Order of the Faith of Bahá’u’lláh in course
of last thirty years. Nascent Institution now created is invested
with threefold function: first, to forge link with authorities of
newly emerged State; second, to assist me to discharge responsibilities
involved in erection of mighty superstructure of the Báb’s Holy
Shrine; third, to conduct negotiations related to matters of personal
status with civil authorities. To these will be added further functions
in course of evolution of this first embryonic International Institution,
marking its development into officially recognized Bahá’í
Court, its transformation into duly elected body, its efflorescence
into Universal House of Justice, and its final fruition through erection
of manifold auxiliary institutions constituting the World Administrative
Center destined to arise and function and remain permanently
established in close neighborhood of Twin Holy Shrines.
Hail with thankful, joyous heart at long last the constitution of International
Council which history will acclaim as the greatest event
shedding luster upon second epoch of Formative Age of Bahá’í Dispensation
potentially unsurpassed by any enterprise undertaken since
inception of Administrative Order of Faith on morrow of ‘Abdu’l-Bahá’s
Ascension, ranking second only to glorious immortal events
associated with Ministries of the Three Central Figures of Faith in
course of First Age of most glorious Dispensation of the five thousand
century Bahá’í Cycle. Advise publicize announcement through
Public Relations Committee.
